The Mists: Towards the end of the dark ages there was a crisis where the three folds of the world threatened to rip all of reality apart. The empowered of the time mutually agreed to mostly leave the first fold of the world alone and as part of that used their combined power to create the Mists. The base for the Mists is primarily the river Lethe. Which was chosen because it would give it the ability to dull the memories of uninitiated people that witness the Empowered. Soon after it's creation it seemed to develop it's own mysterious sentience, but since protecting the fabric of reality is it's primary function most empowered have accepted this.

Cloaks and Shrouds: Initially some people, both empowered and not, maintained the Mists. Now they work for it and are still made up of empowered and initiated non-empowered people. Shrouds are the leadership, whereas Cloaks are field agents.

Lethe-Washed: Those who have been erased and reprogrammed by the use of Lethe water. A common tactic of the Shrouds, who take serious violators of the rules of the Mists and turn them into willing agents.

Lethe-Cleansed: When someone is completely washed or submerged in Lethe water is forgotten by everyone , though sometimes very powerful beings and very close people may have some inkling or snippits. When this is combined with drinking a lot of Lethe water (as usually is the case with submersion) they also forget themselves, so that no-one remembers them.
